Blessing - ZoisiteTransmission Line Project


AEP Texas representatives plan to upgrade the local power grid to improve electric reliability for customers in Matagorda County. The Blessing - Zoisite Transmission Line Project involves rebuilding approximately 12 miles of existing 345-kilovolt (kV) transmission line and adding additional wire, or conductor, to existing structures.

Because the line was originally approved by the Public Utility Commission of Texas (PUCT) to operate with a single circuit, AEP Texas officials plan to apply for a Certificate of Convenience and Necessity (CCN) with the PUCT in spring 2026 to include the additional circuit.

Project Updates

October 2025: AEP Texas representatives hosted an in-person open house on Wednesday, October 29, 2025, from 5-7 p.m. at The Palacios Community Hub.

During the public open house, landowners had the opportunity to view detailed maps, talk to project team members about project plans, the PUC regulatory approval process, the project need and benefits and the routing analysis process.

Company representatives plan to file a Certificate of Convenience and Necessity (CCN) with the PUCT following a review of public input on route link development and additional route analysis. The final route is approved by the PUCT.

The new structures will include AEP's Breakthrough in Overhead Line Design (BOLD) technology, which is capable of operating more efficiently than conventional transmission pole designs.
