Appalachian Power representatives plan to relocate and upgrade the Joshua Falls 765-kilovolt (kV) Substation in Campbell County. The substation relocation is proposed to accommodate the Valley Link Transmission Project. For more information about the Valley Link project visit the Joshua Falls to Yeat website here: Joshua Falls to Yeat - Valley Link
The project involves:
This project increases electric reliability for area customers, increases substation capacity to meet future needs and improves substation site conditions to avoid steep terrain and grading issues.
June 2026: Appalachian Power representatives announced the Joshua Falls 765-kV Substation Relocation Project. We plan to host an in-person open house in the area to provide an opportunity for area residents to meet and talk with project representatives. Since there is no formal presentation, open house attendees may join the planned event at any time.
Thursday, July 23, from 4:30 p.m. - 7:30 p.m.

Crews plan to install steel H-frame and lattice tower structures along the 138-kV route
Typical Structure Height: Approximately 90 - 120 feet*
Typical Right-of-Way Width: Approximately 100 feet*
*Exact structure types, height and right-of-way requirements may vary
Crews plan to install horizontal lattice and delta lattice tower structures along the 765-kV route
Typical Structure Height: Approximately 135 - 165 feet*
Typical Right-of-Way Width: Approximately 200 feet*
*Exact structure types, height and right-of-way requirements may vary
Substations serve as electrical intersections directing the flow of electricity and either decrease or increase voltage levels for transport. Substations transform 69-kV and 138-kV electricity into lower distribution level voltages such as 34.5-kV, 12-kV, or 7.2-kV.
Typical Substation Height: Approximately 50 feet**
**Substation shown is a general depiction of the proposed facilities for the project. It does not represent final design.
Appalachian Power serves approximately 1 million customers in West Virginia, Virginia and Tennessee.
