Texarkana Area Improvements

    Southwestern Electric Power Company (SWEPCO) is investing approximately $113 million to improve the electric transmission grid in northeast Texas. The Powering Up Northeast Texas initiative is comprised of four projects that upgrade the transmission infrastructure to ensure reliable electricity is available for customers. The infrastructure in the area has reached an age where it needs to be upgraded to better serve area customers. These improvements will help lessen the number and duration of outages that occur. These four projects will begin in 2017 and continue through 2021.

    Southwestern Electric Power Company (SWEPCO) plans to make improvements to the local electric transmission system to ensure continued reliable power delivery to the Texarkana area. The Texarkana Area Improvements consists of rebuilding about 11 miles of 69-kilovolt (kV) transmission line to ensure continued reliable service to customers. Construction is expected to begin in Summer 2019 and completion by Summer 2021. The estimated project budget is $23 million.

    Project Updates

    Phase 1:  Bann Substation - Red Lick REA Substation - August 2019 - December 2019

     - Construction along this 1.5-mile section of line will begin at the Bann Substation off of West New Boston Road and progress north to the Red Lick REA Substation located west of Texarkana off of Arnold Road. Right-of-way agents will contact affected landowners and coordinate with the landowners regarding any special conditions on their property during construction.


    Phase 2: Red Lick Substation - Richmond Road Substation - December 2019 - May 2020

    Phase 3: 39th Street Substation - NW Texarkana Substation - August 2020 - February 2021

    Phase 4: Richmond Road Substation - NW Texarkana Substation - January 2021 - May 2021

    SWEPCO held a come-and-go informational open house to introduce the project on Thursday, May 4, 2017 from 5:00 p.m. – 7:00 p.m. at Texarkana Convention Center in Texarkana.
