The proposed Liberty 138 kV Transmission Line Project is part of the overall Ross-Jackson Area Improvements Project. AEP Ohio plans to improve the reliability of the electric transmission system in Ross County. The Liberty 138 kV Transmission Line Project consists of upgrading about 7 miles of transmission line. The projected costs of the upgrades are approximately $17 million, an investment that will enhance reliability in the area and reduce the possibility of extended power outages.
The existing transmission line has reached an age where it needs to be replaced. Replacing aging equipment with modern structures and wires provides the region with a more reliable power source.
In March 2018, AEP Ohio Transco filed an application with the Ohio Power Siting Board requesting permission to construct this project.
A local public hearing for the proposed Ginger Switch-Vigo (Liberty) 138 kV Transmission Line Project will be held on Thursday, August 30, 2018, at 6:00 p.m., at the Chillicothe and Ross County Public Library, Main Library Annex Room D-1, located at 140 South Paint Street, Chillicothe, Ohio 45601. At this local public hearing, the public will be given an opportunity to comment on this project to the Ohio Power Siting Board (OPSB). AEP Ohio and its affiliate, AEP Ohio Transmission Company Inc., invite all residents and property owners who wish to present written or oral testimony to attend this public hearing. The OPSB will consider comments from the public and the OPSB Staff Report when evaluating the application.
An evidentiary hearing will be held on Thursday, September 13, 2018, at 10:00 a.m. in Hearing Room 11-D, at the office of the Public Utilities Commission of Ohio, 180 East Broad Street, Columbus, Ohio 43215. This hearing is open to the public, but participation is limited to the parties in the case.
Proposed structures will vary depending on location. The project will use several structure types, including steel H-frame and monopoles that will be about 100-feet tall. The structures will be placed in the center of an approximate 100-foot wide right-of-way corridor.
