Valliant-NW Texarkana 345 kV Line Project


On September 18, 2012, SWEPCO filed with the Public Utility Commission of Texas (PUCT) a Certificate of Convenience and Necessity (CCN) Application to construct the Texas portion of the Valliant to NW Texarkana 345 kV, double-circuit-capable transmission line in Bowie County, Texas. The Texas portion of the Valliant to NW Texarkana line was approved by the PUCT on Aug. 30, 2013, and is currently under construction.

The Southwest Power Pool (SPP) has identified and mandated a Priority Project to construct approximately 76 miles of new 345 kilo-volt (kV) transmission line to connect a PSO substation in Valliant, OK to a SWEPCO substation in Northwest Texarkana, TX. This project will also require expansion of the existing Valliant, OK and Northwest Texarkana, TX substations.

SPP has determined that this project and several other transmission projects are necessary to improve the ability to transfer power across the SPP transmission grid more effectively. These transmission additions will also improve the ability to more efficiently integrate new generation, including wind generation, improve system reliability, and provide for a more robust, flexible, and cost-effective transmission system to address future needs across the region. SWEPCO customers, including electric customers in Bowie County, and other customers in the SPP transmission system will benefit from enhanced transmission system reliability, improved transmission capacity which reduces congestion, improved transmission access for generation, including wind generation, and overall cost-efficiency in meeting SPP transmission system needs. Many of the other transmission projects determined to be necessary by the SPP are already in the construction phase.
